Photo Blog V: “Graffiti or Public Art?” I

Rio De Janeiro is renowned for Carnivale and its beaches, and each year for the past several years, the School of Policy, Planning, and Development sends students to Brasil for its International Labs. In Rio, where we find these sights below, we see all sorts of writing on the wall, some more refined than others, and we pose the question of perspective to you: It is graffiti as we term it so often in the United States, or is it public art?
